Dear Mr. 8loss,
I write in reply to your letter of the 30th July enclosing a copy or a cable dated 27th July which you have received from kr. Morse about the grant of
100,000 to the University.
I cannot understand why it should be thought in Hong Kong that this grant was made from United Kingdom funds. There was never any such suggestion. As you say, the basis of our approach to the Treasury for this amount was that it represented approximately the amount that the University might have expected to receive from the Hong Kong Government over the period of the Japanese occupation on the besis of the grant that was provided for in the 1941/42 budget.
The Treasury agreed that a grant of £70,000 and an interest free loal of 230,000 should be made 1'ro Hong Kon Governnt runde and in May the Crown Agents were instructed to pay this totul or
,000 to the account of the University from Houg Kong Governont iunus. A Copy O. this ipatruction was sent to the Governor with a desputch explaining the whole procedure.
